Phil Matier: Governor May Be Bluffing on Budget Progress

The longest stalemate in California budget-writing history may be almost over. KCBS and Chronicle Insider Phil Matier says the governor claims they're a step closer to breaking the deadlock.

Schwarzenegger press secretary Aaron McLear and the other aides said the leaders had reached what they describe as a "framework" for a potential solution. They did not define what they meant by "framework," nor did they release any details. Because of this, Matier says that we have to be careful not to celebrate just yet. He says the governor could be making this announcement to try to put pressure on the legislature to actually come to a conclusion over the weekend.

Friday will mark the longest the state has gone into its fiscal year without an approved spending plan.
