A pedestrian walking alongside the road at 5 in the morning?

Maybe we need a pedestrian lane. I vote for 8 years of roadwork and bickering over funds to stripe a 2 mile stretch of road. The only thing “Bypass Road” is bypassing is the, now wide open, unconguested hywy 4/main street. My condolences to the victims family and God Bless the Bypass Authority.
