California Legislature Passes Bill Halting Local Circumcision Bans

SAN FRANCISCO (CBS/AP) - The California Legislature has approved a bill preventing local jurisdictions from banning male circumcision, a measure written in response to ballot measure proposed in San Francisco.

Supporters of the San Francisco measure tried to ban the practice for most males under age 18, but it later blocked by a judge.

The author of AB768, Democratic Assemblyman Mike Gatto of Los Angeles, said the practice has cultural and health benefits and should require statewide rules.

Challengers said it is an unnecessary surgery that may lead to sexual and health problems later in life. Advocates said circumcision is an important religious practice for many Jews and Muslims and can reduce the risk of cancer and sexually transmitted diseases.

The Assembly passed amendments made to the bill Tuesday. It now heads to the governor.
