Police Arrest Paroled Pittsburg Sex Offender With Teen After Routine Traffic Stop

EL CERRITO (CBS SF) -- A routine traffic stop in El Cerrito led to the arrest of a Pittsburg sex offender who was accompanied by a 16-year-old girl Thursday night, a police lieutenant said.

Around 11:40 p.m. Thursday, an officer conducting DUI enforcement near the intersection of San Pablo Avenue and El Dorado Street stopped a car for a vehicle code violation, Lt. Paul Keith said.

During the stop, the officer noticed that the driver, a 46-year-old man, had a teenage girl in the passenger seat.

After running the man's information, the officer learned that he was a registered sex offender on parole for sex offenses against minors, according to police.

Further questioning revealed that the man had picked up the girl from her home in Antioch, bought alcohol for her and took her to a Richmond motel where he planned to take what were described as "modeling pictures," Keith said.

The pair left the motel to get more alcohol when they were stopped, he said.

The officer called the teen's mother and took her into protective custody at the El Cerrito Police Department.

The driver, identified as Marcelle Hayward, was arrested on suspicion of parole violation and taken to county jail in Martinez.

After extensive questioning investigators concluded that Hayward had not sexually assaulted the girl. However, the police investigation is continuing to determine other possible crimes committed before or during the suspect's encounter with the teen, Keith said.

"There's a really good chance this girl was going to be victimized, and if not for that officer intervening, the evening could have ended very differently for this girl," the lieutenant said.
