Palo Alto Man Allegedly Masturbated In Window Of Apartment While Making Eye Contact With Neighbor
PALO ALTO (CBS SF) -- A Palo Alto man was arrested last week on suspicion of masturbating in the window of his apartment while making eye contact with at least one of his neighbors, according to police.
Scott Ford Bogart, 63, was taken into custody after reports of two separate incidents at 33 Encina Ave. on Feb. 15 and Feb. 17, according to Palo Alto police.
Around 6:40 p.m. on Feb. 15, a 21-year-old woman and two teenage girls were on a second-floor balcony when they allegedly observed Bogart masturbating in the window of his fifth-floor apartment and turning the lights on and off. Responding officers took a report that night but did not take him into custody.
At 6:43 p.m. on Feb. 17, another caller reported that Bogart was masturbating in the window while making eye contact with the victim and turning the lights off and on, police said.
Officers took Bogart into custody Feb. 17 on suspicion of indecent exposure.
