Suspect In Twin Peaks Fatal Shooting Identified As Richmond Man

SAN FRANCISCO (CBS SF) -- San Francisco police have identified the suspect in a fatal shooting that left two people dead and another seriously injured early Sunday at the Twin Peaks lookout as Richmond resident Richard Contreras.

Contreras, 26, was arrested Monday evening when the SUV he allegedly carjacked from the scene of the early morning shooting Sunday was spotted at a gas station in Richmond. Law enforcement quickly swarmed the area, calling in SWAT teams to make sure he wouldn't get away.

He is being held on suspicion of two counts of murder, one count of attempted murder, one count of carjacking, one count of being a felon in possession of a firearm and one count of aggravated assault with a firearm, according to police and jail records.

The shooting was first reported at 2:06 a.m. Sunday at the Twin Peaks lookout, according to police.

One victim was pronounced dead at the scene and a second died at the hospital a short time later. The deceased have been identified as Santa Rosa residents Julio Peraza, 21, and Rene Mora, 19.

A third victim, an 18-year-old man, was also shot and taken to the hospital with life-threatening injuries.

Police Tuesday said the third victim's injuries remained life-threatening.

Richmond Police Lt. Andre Hill also confirmed Tuesday that the suspect is the same Richard Contreras who was responsible for a felony hit-and-run collision in a stolen car that caused an AC Transit to crash into a house in early September of 2014. That accident injured 11 people including the bus driver.
