SAN FRANCISCO (CBS SF) – A San Francisco police officer is being investigated in a sex scandal involving a teenage girl that has also allegedly involved officers in several East Bay law enforcement agencies, according to a published report Friday.

According to the San Francisco Examiner, San Francisco Officer Rodger Ponce De Leon has been transferred to a new position within the department while the Internal Affairs division completes an investigation of De Leon’s possible involvement.

In an interview with the Examiner, the teen at the center of the controversy — Celeste Guap – confirmed she had contact with De Leon before her 18th birthday.

“The phone records show that [Ponce De Leon] picked me up when I was still 17,” Guap told the paper. “Ponce would visit me in hotels when I was working.”

Guap worked as an underage sex worker and allegedly contact law enforcement officers on Facebook and though other means.


Besides sex, Guap told the paper, she shared cocaine with De Leon.

She said that an SFPD Internal Affairs investigator contacted her about two other officers. Their names have not been made public.

The scandal began following the suicide of Oakland Police Officer Brendan O’Brien.

O’Brien allegedly had a relationship with Guap, who is the daughter of an Oakland police dispatcher and allegedly had sex with several officers from Oakland as well as officers from other law enforcement agencies in the region.

Three Oakland police officers were later placed on leave and another two resigned.

Former Contra Costa County Deputy Sheriff Ricardo Perez also resigned after he became a subject of the misconduct investigation and was placed on leave in connection with the case.

A former Richmond police school resource officer is also being investigated in the case as is a Livermore police officer.
