Life-saving measures were performed on the 4-year-old boy before he was taken to Kaiser Permanente Vallejo Medical Center. He was pronounced dead at 5:24 p.m. and has been identified by the Solano County coroner's office as Mahady Qadir.

The 13-year-old boy suffered minor injuries in the collision.

Police said the boys were guests at a birthday celebration at the senior center. The preliminary investigation indicates a 12-year-old boy went into the vehicle to charge a cellphone. The vehicle somehow suddenly went into reverse and struck the two children, according to police.

No charges have been filed yet as police think it was just a horrible accident and they say it is not illegal to hand your keys over to a child.
