“The Bay Area might see some light rain and maybe a few splashes of moderate rain throughout the day and into this evening,” National Weather Service forecaster Diana Henderson said Monday morning.

The North Bay will see the most rainfall Monday, and another system is expected to arrive Tuesday evening.

By Wednesday evening, some parts of the Bay Area will see about half an inch of rain, with slightly more in the hills and in coastal areas, she said.

Henderson pointed out that motorists should slow down, since this is the region’s first rain in a while and the roadways will be slick.

“They haven’t really had any rain or anything to bring up the muck on the roads,” Henderson said.

California Highway Patrol Officer Kevin Bartlett echoed Henderson’s advice.

“Drive under the speed limit,” he said. “Just because the speed limit is 65 or 25, it doesn’t mean it’s safe to drive that speed.”

The fire was first reported in the area of Torrington Way and Mystic Drive shortly before 6 p.m. Saturday, and it spread to the northeast toward Vacaville, Fairfield Fire Chief Vincent Webster said.

The fire reached the maximum possible level of eight alarms Saturday night, Webster said. Cal Fire dispatchers said it was not expected to be completely extinguished until sometime Sunday evening.

Mark Lugo, 30, of Hoboken N.J., was arrested at about 9:30 p.m. Wednesday after police tracked him to an apartment in Napa, police Chief Greg Suhr said at a news conference at the Hall of Justice this morning.

“This is an unbelievable piece of police work,” Suhr said.

KCBS’ Bob Melrose Reports:

At about 11:40 a.m. Tuesday, Lugo allegedly walked into the Weinstein Gallery at 383 Geary St. and took a pencil-on-paper drawing titled “Tete de Femme,” valued at about $275,000, and fled in a waiting taxicab, police said.

Police were able to track down the cab and learned that its driver took Lugo to the Hotel Palomar at Market and Fourth streets where he was staying, police Lt. Ed Santos said.

Lugo had flown in from New Jersey on Monday, and was found on Wednesday night at the Napa apartment, where he was with two friends he knew from the East Coast, Santos said.

The painting was in good condition but had been taken out of the frame, and it looked like Lugo was preparing to have it shipped somewhere, according to Santos.

The friends did not appear to know that Lugo had stolen the drawing and were not arrested, he said.

Police said today that they did not know whether Lugo targeted the gallery and that specific drawing, and said they were not aware of any similar offenses on his criminal record.

He was arrested on suspicion of grand theft, burglary, possession of stolen property and drug offenses, Santos said.

He said Lugo had narcotics in his possession, but police are awaiting lab results to verify which drug it was.

Lefty O’Doul’s, a restaurant and bar located just down the street from the art gallery, captured video footage of the alleged thief on a surveillance camera outside the building, and police acknowledged today that the footage helped identify Lugo.

“Where we have video, we’re going to have a lot of success,” Suhr said.

He said he encourages all businesses to install surveillance cameras because they often provide key evidence for police investigations.

The Picasso drawing, which was back in a frame and displayed at today’s news conference, was later carefully placed in a cardboard box by police and taken away to be kept as evidence for the pending criminal court case.

Lugo is being held in county jail in lieu of $5 million bail, police said.

Some of the injured residents, including a pregnant woman, jumped out of their windows to escape the two-alarm blaze, which occured around 3 a.m. at 2515 Carlmont Drive.

Firefighters also rescued 13 other people from the balconies of various
apartments, Belmont-San Carlos Fire Chief Doug Fry said.

While all six of the injured were hospitalized, authorities said most suffered from smoke inhalation and none of the injuries were considered life threatening.

The entire building, comprised of 23 units, “is not habitable at this time,” said Fry, who told residents that they wouldn’t be able to return for at least 60 days.

In all, up to 40 residents displaced by the fire were evacuated to a nearby senior center, according to the American Red Cross.

There were several pets in the building “ranging from cats, dogs, pythons” and all but one cat from the unit where the fire started was found safe, Fry said.

The fire, which took about 40 minutes to extinguish, caused about $950,000 in damage, including $750,000 to the structure of the building and about $200,000 to its contents, according to fire officials.

The snow pack for the Lake Tahoe basin is estimated to be at more than 200 percent of normal for this time of year, with a lot of the snow just falling recently.

KCBS’ Chris Filippi:

“We had, between those two storm systems, over 18 feet of snow come in,” said Eric Doyne, a spokesman for Ski Lake Tahoe. “What it’s done is allowed us to open the majority of the terrain at the resorts in record time.”

Ski Lake Tahoe represents seven of the region’s largest resorts. Doyne said El Nino brought more snow to the Sierra last season and that meant an increase in ski visits of about 17 percent from the previous year.

He said there’s hope for the same this time around.

“I think right now, seeing how great the snow has been,” Doyne said. “I think we’re off to a very, very busy season.”

Some Tahoe resorts said they’ve already received more than 25 feet of snow, which is nearly 75 percent of the average snowfall for the entire season.

Lefty O’Doul’s owner Nick Bovis said it’s all for a great cause.

“You can either drop the toys off at 333 Geary, the corner of Powell and Geary and we’ll have our curbside elves help unload toys or you can call Luxor Cab and they’ll pick up the toys from your house,” Bovis said.

Bovis said the San Francisco Firefighters Toy Program, which relies on Lefty’s each year to make up any gap in toy donations with its Christmas Eve Drive, has informed him that as many as 15,000 San Francisco kids could go without toys this year.

To Bovis, that means 10,000 toys are needed so each child receives two.

“Because Santa doesn’t normally just drop off one,” he said.

The goal is lofty; last year, only 9,000 toys were collected in the last-minute drive. But Bovis is optimistic.

“It looks like the Christmas spirit is really strong this year,” he said.

“It’s incredibly rewarding and very moving,” said San Francisco firefighter David Amituanai. “I have to try to hold back tears.”

Amituanai takes this job seriously.

“I saw father’s eyes yesterday of a typical working Joe and you could see the gratitude in his eyes,” he said. “You can also imagine what it must be like for a working proud person to come and have to ask.”

Helping receive the toys at Lefty’s is Santa John Toomey, who used to work at the nearby Macy’s department store but said he was fired for telling jokes that some considered inappropriate.

“Santa John” has been welcomed with open arms at Lefty’s, which
has been charging $10 for photos with him and has raised $7,500, which will be given to the firefighters’ toy program.

The San Francisco Firefighters Toy Drive is the city’s largest and the nation’s oldest program of its kind.

University of California police have always enforced campus bicycling laws, but vigorous enforcement and steep fines in an era of tuition hikes has enraged students. Campus police say citations are up only slightly over last year.

KCBS’ Anna Duckworth Reports:

The San Francisco Chronicle reported freshman Devin Shoop got a $220 ticket in September for locking his bicycle to a railing instead of a bike rack. Two weeks later, he got a $220 ticket for failing to stop at a stop sign.

Critics have started a Facebook page for complaints about the steep fines, they’ve staged bicycle civil disobedience and they’ve written letters to campus police.

Campus police Lt. Alex Yao says they are trying to ensure the safety of pedestrians.

Thousands of provisional ballots being counted are taking longer than expected, Alameda County Registrar of Voters Dave Macdonald said Monday.

For the first time, Oakland is using ranked choice voting, where voters cast a first, second and third choice. The results of factoring in the second- and third-choice votes is incomplete, Macdonald said.

He didn’t know when the final tally would be completed.

KCBS’ Holly Quan Reports On Ranked Choice Voting:

The once-crowded, 10-candidate race is down to Oakland Councilwoman Jean Quan holding a slight lead over former state Sen. Don Perata, who was ahead after initial first-choice votes were tallied early last week.

Quan took the lead late last week after receiving a majority of second-choice votes from supporters of candidate and fellow Councilwoman, Rebecca Kaplan, who finished third.

Standing outside City Hall on Monday, Quan said she remains cautiously optimistic.

“We are on the verge, we are hoping, of victory,” Quan said, as she prepared to host a “thank you” party for campaign staff and supporters that she’d hoped might become a victory celebration.

If Perata comes back to win, Quan said the fact that she made it even a close race is an “amazing victory for grassroots organizing in this city.”

Meanwhile, the Perata camp on Monday insisted they will wait and remain low-key until the results are final.

“We remain confident that Oakland voters’ first-choice preference for Mr. Perata will hold through once all of the ballots have been certified and counted,” Perata spokesman Rhys Williams said.

The outage was reported at 11:56 a.m. and power was restored around noon, Muni spokesman Paul Rose said.

However, the outage caused extensive residual delays in the downtown subway and forced Muni to provide supplemental service via bus shuttles that are taking customers between the Embarcadero and West Portal stations, Rose said.

As of 2:30 p.m., trains continued to go slowly through the subway, and the bus shuttles were still in place, he said.

The cause of the outage was under investigation, he said.
