"Each bed contains about eight to 10 rosebushes. We really don't want to speculate on who this person is, but it does appear that the person has some gardening experience. The cuts are very clean, they're at a certain angle, and it appears that they have had some background in gardening," says Elton Pon with the Parks and Recreation Department.

"It's something that we take very seriously and we hope to catch this person green handed, he added.

Local police and park police are on the case.
