An ex-city manager and mayor were among eight people arrested on Tuesday in a corruption investigation in the scandal-plagued Los Angeles suburb of Bell. The district attorney’s office and state attorney general had been investigating the case since it was disclosed that officials were paying themselves huge salaries.
