Bay Area Assemblyman Looks To Water Down Local-Hire Mandate

SAN FRANCISCO (KCBS) – A Peninsula Assemblyman has introduced legislation that would undermine San Francisco's local-hire ordinance.

The bill introduced by Assemblyman Jerry Hill would gut the law by prohibiting the use of state funds where the 50 percent mandate is used and banning its use on jobs outside the city limits.

"As a San Mateo County resident or someone living in Ventura County, we shouldn't have to subsidize San Francisco's local-hire ordinance," Hill said.

KCBS' Barbara Taylor Reports:

San Francisco Supervisor John Avalos said half the jobs can still go to non-residents and exceptions are made when the work is outside of San Francisco.

"The idea about balkanization is just a buzz word and we crafted the legislation knowing that we had to make it work for people in the region as well," said Avalos.

He said the local-hire mandate is needed to help communities impacted by high unemployment and residents who have been historically shut out of the construction trades.
