PG&E Introducing Smart Meter Opt-Out Proposal

PETALUMA (CBS SF) – PG&E was scheduled to submit opt-out procedures Thursday for customers who don’t want to participate in the utility’s SmartMeter program, the president of the California Public Utilities Commission said.

PG&E was set to file the proposed procedures with the commission early Thursday afternoon, president Michael Peevey said.

Speakers, however, packed the commission auditorium to say they want more than an opt-out procedure for meters, which are meant to help reduce energy consumption by wirelessly monitoring usage. Opponents said that the meters emit harmful levels of radiation, which PG&E has denied.

The speakers asked for a full moratorium on SmartMeters until they can be further evaluated, and they protested PG&E’s plans to charge extra to customers who choose to opt out, calling the charges a form of extortion.

PG&E officials have not yet said how much the extra charge would be.

SmartMeter opponents argued that cancer rates have gone up as the use of wireless technology has increased, and said that shows that wireless devices are dangerous. They said they shouldn’t be charged extra to protect their health.

“I did not go through life eating organic food and exercising so I will be able to enjoy old age, just to have some big corporation slap something on the side of my home and undo all of it,” Petaluma resident Sylvia Binsfeld said.

“I have not had a good night’s sleep since that thing was installed. I want an opt-out plan for those who already have it,” she said.

A report released in January by the California Council on Science and Technology found that radiation emitted by the devices is within levels deemed safe by the government, and that those levels are far lower than those produced by microwave ovens and cellphones.

That report was based on a review of 100 previous studies, many of which Thursday’s speakers argued were not independent reviews.

Dana Davis, also of Petaluma, said she doesn’t have a SmartMeter and doesn’t want one.

“I don’t want to be a guinea pig in this experiment, and I shouldn’t have to pay more for the ‘right’ to opt out of irradiation,” she said.

Other residents described migraines, heart palpitations, sleep problems and other symptoms that they said they and their loved ones had experienced since the SmartMeters were installed.

    Facing mounting opposition to wireless ‘smart’ meters being rolled out by California utilities, including a total of 34 local jurisdictions who have demanded that the California Public Utilities Commission (CPUC) halt further installation because of widespread reports of health impacts and other concerns, the CPUC signalled at its March 10th meeting that it would ask one of California’s utilities- PG&E- to develop a plan to allow customers to opt out of having a wireless meter installed- at customers’ expense. The plan is expected to be presented at the CPUC’s meeting tomorrow- Thursday, March 24th at 9am, where local government officials and a growing chorus of environmental health advocates will renew demands for an immediate moratorium on installation and hearings on health impacts.

    THIRTY-FOUR CA LOCAL GOVTS DEMAND SMART METER MORATORIUM

    Smart Meter opponents welcomed the CPUC’s admission that the deepening ‘smart’ meter crisis requires an urgent response, but slammed the meager steps proposed to address it. Lawyers protecting people from Microwave Radiation and the dangers of Smart Meters stated, “Admitting that there is a problem is the first step to fixing that problem. However, an individual opt out at customer expense is a diversion. What if you are too poor to avoid having a wireless meter- is the state saying you have to pay to avoid being totured by microwave radiation in your own home? That sounds an awful lot like extortion. What if you live in an apartment building with dozens of meters on your bedroom wall? The people of California were never asked whether we wanted these meters- nevertheless we are now paying extra for them through higher rates. And now the utilities want to charge us even more to opt out of a program that we never asked for? What is going on here?”

    The wireless meters have been widely reported to cause severe and debilitating health effects, long-term, many Cancers, Brain and Salivary gland Tumors, infertility, autism, short-term-nausea, sleep disruption, flu symptoms, headaches, dizziness, ringing in the ears, memory loss and heart palpitations among susceptible individuals due to the constant bursts of microwave radiation. The movement against wireless meters is the sharp end of a growing movement demanding health-based standards for wireless technology. Michael Peevey, who Gov. Brown has allowed to continue chairing the Commission, has continually insulted individuals with sensitivities to electromagnetic radiation, inferring that they are ‘just making it up.’ Peevey, the former President and Senior Executive of Southern California Edison (SCE) has ties to the telecommunications industry, and continues to chair the Commission that is meant to oversee the utilities, despite popular outrage about clear conflicts of interest. SCE plans to have installed 5.3 million meters between 2009 and 2012.

    Health advocates say they will continue protests and civil disobedience until a moratorium is imposed on any further installation, independent hearings on health are scheduled at the state level, and the utilities are directed to remove unwanted meters.

      Smart meters send out a signal once an hour for one second on the electric meter and once a day for one second on the gas modules. That’s a grand total of 25 seconds of exposure from a signal that has the same strenght as a baby monitor.

    The meters send out the signal once an hour. The signal is broadcast for 1 second. I’ve been installing these meters 1.5 years and have had no headaches or side-effects. The media is only covering one side of the story. The negative, controversy, of big bully pge. They don’t interview the 7 million customers who’ve had no issues. They don’t talk to them because you’re not gonna tune in to watch that. This whole radiation thing is a scare tactic by the people who oppose the meters. The thing is everyone is scared like little sheep if channel 5 shows it on the news it must be “true”.

    I know people working on both projects. The sheer amount of data from the millions of meters calling in 1 time an hour is almost too much. Yet I am supposed to believe some nut case with “proof from YouTube” knows it better, and its really sending 25000 times a day? Why would it send out every 3.2 seconds? Your number choice is not even logical.
    Some facts: You want electric vehicles? They can’t be charged without smart meters, at least not that many more as it taxes the system. You wan’t to stop have rolling blackouts and brownouts? Can’t improve that without smart meters. You don’t want another diesel generator or nuclear facility near? Then accept smart meters as it helps with demand response and smart grid.
    Not to mention the almost instant feedback the utilities get when power goes out. These systems enable trucks to roll or a simple switch to alternate sources before your speed dial to PG&E complaint department even starts. (Over a cell phone that emits more signals at a stronger power at multiple frequencies than that smart meter that has you in such a wad.)
