Customers in Walnut Creek were the last to have power fully restored at 11:30 p.m. More than 10,000 customers in other areas had power back around 8 p.m., according to Morris.

The cause of what was a substation failure was not immediately known, however Morris said there had reports of lightning strikes in the area.
