A Citrus Heights man was arrested for trafficking teenage girls in South San Francisco over the weekend, one day before local officials announced a special protocol to crack down on human trafficking in San Mateo County.
There were just four human trafficking cases prosecuted in Contra Costa County in 2011, last year that number jumped to 32. A victim in one of those cases described her ordeal to KPIX 5.
