Phil Matier: Oakland Parcel Tax Proposal Stalled By Dissenting Council

OAKLAND (KCBS) – There has been a setback in Oakland Mayor Jean Quan's efforts to put a parcel tax before voters this summer.

When the City Council took up the issue last night several council members argued that Quan did not properly notify the public about the tax proposal. Because the mayor didn't meet a 10-day notice requirement before the meeting, the measure needed six of eight council members to vote to allow discussion of the measure. However, three members voted no on the measure.

"Three very liberal Democratic city council people said 'nope, we're not going for putting a tax in front of people right now," said KCBS and Chronicle Insider Phil Matier. "We don't think the mayor has done her homework right, she hasn't got this together right, and besides, we're not sure this is going to pass."

Quan is pushing for a mail-only ballot on a five year, $80-per-parcel tax in July.

Now, the mayor says she will seek a special council meeting on Friday to meet the noticing requirements.
