Wanted Parolee Arrested After SWAT Standoff In Richmond

RICHMOND (CBS SF) - A wanted parolee linked to a shooting at Richmond's Hilltop Mall was arrested Wednesday after an armed standoff at an apartment overnight.

Richmond Police Lt. Bisa French said 26-year-old Richmond resident Todd Gillard had a $1.5 million warrant for his arrest when he was found at an apartment complex on on Gatley and Ells streets around 10 p.m. Tuesday night.

Gillard had been fitted with an electronic tracking device and had cut it off at some point, according to French. He is suspected in a February 1 shooting at Hilltop Mall which injured one person.

Following a 7-hour standoff with police and SWAT units, Gillard surrendered peacefully at 5 a.m., said French.

Other nearby apartments evacuated during the standoff, while some residents were warned to stay indoors.

No one was hurt during the incident.
