SAN FRANCISCO (KPIX 5) — It’s a problem that has vexed San Francisco for nearly 35 years.

After six mayors and at least a dozen different plans, there are still thousands of people living on city streets.

This week, media outlets across the Bay Area will be looking at the issue of homelessness, but we wanted to start with one simple question:  How did we get here?
