SACRAMENTO (AP) – Californians under age 21 could soon face new driving restrictions under a bill passed by the Legislature.

The bill approved Wednesday would require any driver under age 21 to have a provisional license, compared to under age 18 in current law. It still needs Gov. Jerry Brown’s signature and would take effect in 2020.

Provisional driver’s licenses restrict when someone can drive and who they can have in the car.

Existing law bans drivers with these licenses from driving between 11 p.m. and 5 a.m. for the first year of being licensed and from driving with anyone under age 20 in the car. Exceptions are made for school and employment.

The new law would mean anyone under age 21 with a provisional license would have to keep their school or employment schedule with them while driving as proof of the exceptions.

  1. At age 18, I was able to sign my life away to the government to help defend this country. I was entrusted with a Top Secret security clearance. But apparently, in the state of California, I now wouldn’t be trusted to safely operate a motor vehicle.

    Just wow.

    Who thought this was a good idea?!

    This is the stupidest thing I have ever heard of. You might as well just say that parents are still responsible for their children till they are 21 and are not legal adults till they are 21.

    As an illegal alien, I can still get a CA Drivers License. Ha, ha white boy! You can’t drive till 21.

  6. I don’t see how this can be legal, we can’t tell people they are adults at 18, able to enlist, sign contracts, get married and make all kinds of other legal decisions and then determine they aren’t old enough to drive anywhere they want, when they want to?

  7. The party in power really sucks. If you vote for another Democrat please feel free to kick yourself in butt for me. I will do it for you in person if you stop by my home. The Democrats are passing terrible laws, driving businesses out of the State while chumming up more illegals and Taxing us to death. Look at all the Homeless out there. Have you ever seen anything like this before in your life? Just look to the Party that’s running our State to place the blame on.

    What if you are 18, Married living with your wife and child, and need to drop your child off and day care before you get to work? What a STUPID LAW. When are they going to make the legal voting age 21 also, Next you won’t be able to by a gun until your 21, but can sign up for the Army National Guard, (California State Unit0 but can’t drive to monthly meetings. How about car pooling with 18 to 21 year olds to college to “save” the planet and keep it green, but you can’t because all drivers licenses are Provisional so none of these people can die for their country but cannot drive to work. STUPID CALIFORNIA LAWS.

    Why is this stupid? If you decide to wait until 18 years old to get your drivers license, this law only makes sense as these are still for NEW-unexperienced drivers. The provisional only lasts 1 year and makes sure that you are qualified to have passengers in the car with you. There will be exceptions. So if all goes well, you will have a unrestricted license by age 19. If you already had a license at the age of 16 and went through your provisional timeframe, you will be fine…new law will not affect you. So, what I am hearing is all the bashers are waiting until 18 to apply for your DL…smart… As for the ones with children and just beginning to drive, there is currently what is called a Junior Permit.(current age 14-18) This allows for certain hardship cases to drive. More than likely, this will carry over to the new program.
